Government has proposed to set up a “National Testing Agency” for conducting various entrance and competitive examinations at the national level. HRD Minister M M Pallam Raju, while announcing the plan on Friday, 22nd March, said that, the agency to be name something “National Testing Agency” would be made responsible for setting up question papers, preparing a databank and conducting the test.
The body is proposed to start functioning from next year with conducting National Eligibility Test (NET) and Graduate Aptitude Test in Engineering (GATE), which are currently conducted by UGC (University Grants Commission) and IIT (Indian Institute of Management). By shifting the management of these tests to National Testing Agency would relive UGC and IIT of the burden of conducting the tests.
NET is prescribed as qualifying exam for the positions of lectureship in UGC approved colleges and GATE is an entrance exam for Masters programs in various IITs.
The proposal for setting up National Testing Agency will be discussed in Central Advisory Board of Education (CABE) meet on 2nd April. A panel on IIT JEE reforms had suggested to creation of a statutory body to conduct exams for admission to the IITs, IIMs and medical colleges. However National Testing Agency, though being setup, taking the clue from this recommendation, might be set through an executive order rather than as an Act through parliament.
The proposal would be submitted to the Union Cabinet for approval after the discussion and modification of suggested any by the member in the meet of CABE.
